I should be grateful if you will inform the

Japanese authorities that I should have no objection to

occasional visits by Japanese Government chartered vessels

to Hong Kong for the purpose of landing passengers each

visit being subject of a separate application.

It is not considered desirable to mention one per

week or any definite routine, but this scale should be

kept in mind. You will of course comply with the

directions of His Majesty's Government regarding our

reservation of treaty rights vis à vis China.
